In Scope Section, select "These IP address:" and then click "Add" to add

Step 14:
Click "The IP Address or Subnet:"and type "69.167.144.15" in the blank field, then press "OK".

Step 15:
Press "Next"

Step 16:

Click "Block the connection" radio button and press "next" to proceed to next step.

Step 17:
Now, check all tick mark to apply the rule over Domain, Private and Public Profile. Press "Next" to continue.   

Step 18:
